I am sorry to say that we do not need long text to justify the desire of
particular group.
03 UTC IS MEANING LESS AND DISTURCIBG
Perhaps while GNSO pushed and encourage GAC to participate by selecting 03
UTC discourage those GAC from Europe to attend and perhaps deprive them to
express their views
