[Gnso-newgtld-wg] WG Leadership positions

I would prefer to have Co-Chairs (with all the experience and independent
neutrality in actions, that such roles require) and a set of 5 SubTeam
Leaders who can then forn part of a Leadership Team... Especially as I
assume that the ST leads will be specifically active, and "qualified"  in
terms of knowledge and experience with relation to the ST Topics...
