  Michael Flemming:Dotbrand even in itself is not just a one way usage, the use of the TLD itself has a very diverse ecosystem.
  Paul McGrady:Diversity needs to be defined in a way that includes new uses other than just more sales of second levels.

  Jeff Neuman:I think we should collectively offer a definition of diversity in the full group and then farm out certain portions that relate to the Work Tracks

  Paul McGrady:@Donna, perhaps but contracts aren't the same thing as use.  Perhaps .brands would be further along if we didn't have to spend months and months just getting recognized as distinct category via Spec. 13.

  Michael Flemming:So we have to highly consider "benefits" in the relative aspect of how categorized TLDs use them. Looking at the application process and where we are at in that to start measuring benefit cannot be done equally across the spectrum.
  Paul McGrady:@Jeff, how about concrete issues such as if we end up with the scale of applications some have mentioned (10,000?), which will create new pressures on Staff.
  Kristina Rosette (Amazon Registry):Not to put words in the IPC's mouth, but were they referring to reasonably foreseeable?

  Paul McGrady:It wasn't foreseeable that ICANN would do a 180 on it, but all of the chaos caused by gaps/late opportunities to adjust the Guidebook after application window closed should have foreseable and locked down before publication.  Let's not make the same mistake.
