[Gnso-newgtld-wg] New gTLD Subsequent Procedures PDP WG - Initial Report

WT4 is not a drafting subgroup, it is a deliberative subgroup.  If it were
a drafting subgroup, it would be drafting a report based on the
deliberations of the WG as a whole.
