Anne,

Good questions and ones we have not been as clear on as we could be.

First, there is the issue of Subgroups.  Yes, we would like to know by October 8th if you are interested in joining any one or more of the Subgroups.  Of course technically nothing will stop you from joining one or more of those groups later on, but it would be most helpful if we can get an idea of who would like to participate in which group by that date so we can include them on separate mailing lists and have an understanding as to whether there are enough people in each of the groups.

Second, a separate (albeit related) issue is the call for Liaisons from each Stakeholder Group/Constituency/Advisory Group, etc.  A couple points:

  1.  We had tentatively set a deadline of the end of this month to have everyone designate their Liaisons, but we can make that by the ICANN Meeting if groups need more time.  If you know now, that would be great to get that information as well.  A few groups have already gotten back to us.
  2.  We will leave it up to each SO/AC/SG/C as to whether it wants to designate a person for each of the three SubGroups or to just have one person serve in that role.  While certainly welcome, we do not want everyone to feel like it is a requirement that every Liaison needs to be in every group, nor are we stating that every SO/AC/SG/C has 3  Liaisons.
  3.  If a Subgroup has a question for an SO/AC/SG/C, but the Liaison is not a member of that Subgroup, we (the Overall PDP Working Group leadership team) will make sure that we get those questions to the Liaison.

Hi Jeff,
In our IPC Membership call today, Michael Flemming said the topic of representatives from the Constituency for the Subgroups was not yet ripe.  I think there is some misunderstanding on Michael’s part since you had said the Subgroups will meet separately in Barcelona during the same time slot.  In addition, all WG members have to pick a SubGroup by October 8.

It’s hard to see how one person could perform that representative role when the SubGroups meet separately to review the public comments.  In order to understand the impact of public comment thoroughly, a rep would need to participate in the relevant SubGroup. Michael has already said he cannot assume the representative role for any of the SubGroups since it is a great time commitment.

Just to add, that we were asked a great question by Jim on the last call about the exact scope and nature of these Subgroups including the “rules of engagement” on how these groups will work.  The leadership team discussed this in our weekly meeting and we are committed to getting you this information at a high level in the next week or two; and in detail at ICANN63.

As we also stated on the full working group call, you are free to join any or all of the Subgroups depending on the time you are able to commit.  In order to be a “participant” in any of the Subgroups, you must first be listed as a “participant” in the overall Working Group.  However, to be an “observer” in any of these Subgroups, you may be either an observer or participant in the overall Working Group.

Finally, a reminder, that we have out next meeting on Monday, September 24th at 20:00 UTC.  A formal agenda will be sent out shortly, but as a heads up, we expect to cover (a) a second reading of Section 1.5 of the Supplemental Initial Report, (b) a third reading of comments to sections 1.1-1.4 of the Initial Report, (c) a final call on our matrix on SAC 90 which covers existing items which we believe are already being addressed as well as items of future work we need to do, (d) a review of expected activities at ICANN63, and (e) an initial assessment of work required by the Final CCT-RT report.

As you are likely aware, the public comment period for the New gTLD Subsequent Procedures PDP WG’s Initial Report will close on 26 September 2018 (https://www.icann.org/public-comments/gtld-subsequent-procedures-initial-2018-07-03-en). The plan for reviewing those public comments includes establishing 3 Sub Groups, each responsible for approximately a third of the Initial Report. You can see the topics assigned to each of the Sub Groups here, respectively:

Generally speaking, the remit of these sub groups is to consider the public comment received and to help organize and tabulate those comments; the Sub Groups are not expected to develop recommendations.

If you are interested in joining any or all of these Sub Groups as a member or observer, please send a message indicating as such to gnso-secs at icann.org<mailto:gnso-secs at icann.org>. Please aim to join the groups by 8 October 2018 at the latest. Leadership and staff know that a very important part of deciding which group to sign up for is the work schedule and the expected time commitment. We are currently working on that now and hope to share that with you all soon, and certainly well in advance of the deadline indicated above.
