Sure Jeff, but according to the Implementation Review Team Principles & 
Guidelines there are strict limits to what an IRT can do:

"As provided in the PDP Manual, the IRT is convened to assist staff in 
developing the implementation details for the policy to ensure that the 
implementation conforms to the intent of the policy recommendations."

We can't create new policy here...
