Alex,

Draconic penalties for failing to launch is a radical departure from existing policy. Personally I think this is not only unnecessary but also detrimental as ROs should be able to take as long as they want or need to launch or not to launch.

You have made your thoughts on this very clear. You have also asked several times if there is a anybody here that supports your view but all I have heard is silence.

Accordingly, if no significant support for your approach is expressed then we need to put this aside and move on. There are plenty of people who feel very strongly about certain issues but if there is no support for their position especially when it is a departure from existing policy we can't continue to waste time on such or the work of this group will never conclude.

Is there ANYBODY here that supports the notion that an operator of an “open gTLD” should (in the next round) be permitted to NOT make domain registrations available?
