It's also very disenfranchising to establish public comment deadlines only to later reopen the same themes to yet another public comment.
Anyone that cared to comment when they were asked to will feel betrayed if that happens.

There are solutions to both have context and allow only new themes to be commented on, and I hope the co-chairs adopt one of such solutions.
