The reason we are specifically calling this out is because this has been one of the topics that has generated the most amount of interest from the community and the most amount of dissatisfaction from the community on how it was handled in the 2012 round.  Although we have a few recommendations from the initial report and some back up for those, we really want to encourage discussion on developing more specific recommendations.
