Many thanks for making the request to the GDD on the EBERO Triggering events.
If memory serves me correct, Michael Fleming and I ( when serving as Co –Chairs on WT2 ) made a similar request. I am guessing it was over 2 years ago now.
If you could dig out the response that would be great. If this is not possible could you provide a link to the mid 2017 report that Jim is referring to.
As far as our records show there has been only one TLD , .wed that is now in EBERO status.
I question why the GDD did not trigger the EBERO with a number of other TLDs. There is clear evidence of TLDs not reaching/ complying with the five critical registry technical functions , or indeed are in a financial /loss making situation/ in liquidation and are not able to pay its ICANN fees. If we could get an updated report of outstanding TLD Registry fees to ICANN that would be equally beneficial to the Sub Pro.
I personally think the whole EBERO / LOC / Q50 / Financial Evaluation issue needs to be completely readdressed. Whether this is a policy recommendation for/ from the Sub Pro or an implementation issue for ICANN ‘s new GDD Round 2 Implementation Team is a mute point.
