Dear group,let's look at examples:In WT5 any "additional protections" for non-capital city names where very skillfully rejected by a tiny group of lobbyists. The tenor was that no geo-community would need AGB protections OUTSIDE the ALREADY existing community priority application benefits. "If you are a city community - simply apply as community priority application;  and you are fine ...." they said.OK for me as all my next round applications will be community owned, funded & governed, public-benefit, non-profit, restricted applications.But!Just take "BERLIN". Imagine it wasn't a capital city (and it wasn't between 1945 and 1990) and it wouldn't be already a gTLD.Would a .berlin pass CPE? Obviously you needed tons of support (which we had from an over-abundance of associations and chambers, the city Government, etc.).Osaka did pass - and I am still amazed how; if you compare the .gay and the .osaka applications and CPEs.Are Berliners "card carrying" members of the "Berlin community"? If somebody hears "Berlin": do they ONLY think about Berlin, capial of Germany - or maybe about the few tiny Berlins in the U.S. (the biggest having about 10k people)? I just want to prevent that WT5 tells city applicants to go for community priority - but then we keep the CPE provisions in a way that it's not possible to ever score high enough - especially if your competition is massively influencing the evaluators - like it happened with .gay (but NOT with .osaka). Thanks,AlexanderSent from my Samsung device

as noted in the first paragraph of the FTI report language you included below
remains at issue and still needs clarity based on how it is defined in the AGB.
 I
believe I have already articulated how the AGB definition of “identify” has two
possible paths to success, yet the CPE Guidelines and the FTI report remain
silent on acknowledging the two options baked into the AGB. Neither elaborates
on the EIU’s interpretation of “identify,” however some CPE results suggest
that the “applied for string closely describes the community” was not an acceptable
interpretation for the EIU.

It
needs to be perfectly clear if the CPE providers will be required to accept
that “identify means that the applied for
string closely describes the community or the community
members.” This means that in subsequent procedures the CPE providers will not
be permitted to require both, and both paths must remain an option for the
applicant to receive points.Jamie
