Anne,

I believe the exemption noted in the text is about discriminating between registrars, which is the status quo for this. Registries with CoC exemption can elect to have no registrar, a single registrar, a very few registrars, deny other registrars, elect a preferred registrar and a couple of secondary registrars etc.

Whatever we write on this, we will only be documenting current practices, not defining new ones.
