[Gnso-newgtld-wg] Final Report to be published without Minority Views?

Hi Jeff and Cheryl
Does the Consensus Call come before the Final Report is published or after?  Are you saying that no Minority Views can appear in the version that is published?  (I may be confused as to Steve's comment in the chat about Minority Statements.)
