One thing that I didn't like in the 2012 solution was to ask applicants to tell how their applications were in the public interest... whether it will be allowed or not, it should be allowed or not, period.
I frankly still see innovative value in some possible closed generics propositions, and would propose a TLD myself if they were allowed, but I understand the risk scenarios that people are afraid of. The WG needs to draw a line in this case, since it is one where the default clause is not possible, but it should draw one, wherever it be, and live with it.
