[Gnso-newgtld-wg] comment on potential „hybrid“ approach to public comment on final recommendations

Dear all

Thanks for your feedback and support.

I look forward to an Email from PDP WG leadership explaining the intended approach to the public comment period.

I agree that putting all recommendations out for public comment is a step in the right direction. But comments should IMO be sought and welcomed on all final recommendations. Or at least on all final recommendations which deviate from the 2012 rules.

kind regards

Jorge

I missed that summary – but yes agree with your suggestion.

I would also encourage people to read the transcript from the call for more on this - https://gnso.icann.org/sites/default/files/policy/2019/transcript/transcript-gnso-new-gtld-sub-pro-07Jan2020-en.pdf

Handy too for those who need it for the predictability discussion from today’s call.

Jorge, Jim,

The following bullets are drawn from GNSO staff-generated post-call notes for the 6 Jan WG call:

  * We will have another public comment period. The leadership team has been discussing how to structure this in line with feedback received.
  * Leadership team recommends making all draft recs available during the public comment period, but seeking feedback on specific areas that have not been out for public comment previously. We can’t stop people from making comments on other areas, but we will make clear that the focus will be on topics for which we are seeking input.
  * In one of the upcoming meetings, we will go over one of the recommendations documents drafted on one of the “easier” topics so everyone can review approach and format that will put forward for public comment.

At this juncture, let's give Leadership and staff the opportunity to develop an approach for the document for WG members to review?

Justine

Hi Jorge -

I think the inclusion of all draft recommendations in the final report is a welcomed development as it will help give the community a sense of where we are headed in totality and provide a more complete picture of what the next round could look like.

I did raise a similar concern on the call when this was described for us. I am concerned with the notion that comments are being discouraged as well as the treatment of comments that do come in on sections where comments are not solicited. Since attendance was lower than the call just completed, it might be helpful for leadership to lay out in an email the approach they are considering with respect to the comment period.

I think an additional suggestion that might help people who have not been following sub pro closely would be to indicate with where there are no changes to the 2012 Guidebook or governing procedures. There could be cases where people expect a change, but for one reason or another, we are not recommending a change. Calling this out is important.

Jim

Subject: [Gnso-newgtld-wg] comment on potential „hybrid“ approach to public comment on final recommendations

Dear all

First of all let me wish you all a happy New 2020!

I‘m not able to join the call today. However, I‘ve heard that PDP WG leadership is considering a „hybrid“ approach regarding the public comment period, whereby although all the final recommendations would be included only comments on a subset would be actively sought.

I feel this approach is fraught with many perils and IMO is inconsistent with the GAC and ALAC letters on this issue.

If anything, comments should be actively sought at least regarding al final recommendations which deviate from the 2012 AGB rules (similarly to what was done regarding the wt5 portion of recommendations). This would at least ensure that there is full notice and full say for the community on those rules that the PDP WG would propose to be changed in relation to the 2012 status quo.

Thanks for considering this during the call(s)

best regards

Jorge
