Correction:

The SECOND block of text is my proposed amended version (incorporating
Anne's) to Paul's suggested amendment to one recommendation.

The FIRST block of text refers to SUBSEQUENT recommendation which is one of
the grounds cited to support for my SECOND block of text.

But, are we looking again at the original text developed by
Leadership/staff (if that's still on the table because that's what I saw on
the version of Googledoc shared by staff in the agenda?).
