[Gnso-ppsai-pdp-wg] Updated Cat C Q 1 template and agenda for Tuesday meeting

Hi Mary and All,
Tx for the materials for tomorrow's meeting. I think it would be helpful 
if the Template could share a little more information about the 
"Threshold Question" so that people outside the WG could understand what 
we are discussing, and why. That this threshold question was adopted by 
the WG during its plans and preparation for its work, and than it serves 
as a preliminary question to the other questions of Category C, Question 
1 to help us to disuss whether we need and want to move on to the more 
detailed discussion questions.

Also, could the bullet points of the threshold question please reflect 
what everyone said at the microphone? Speakers commented that today p/p 
are available to all -- commercial, noncommercial and individual - and 
should continue to be available to all.  It was said in many ways and by 
an array of speakers.
