[Gnso-ppsai-pdp-wg] Discussion draft on Disclose

Thank you Steve for providing a basis for discussion, however I felt the 
need for certain changes. Please review the enclosed revised draft for a 
more balanced proposal. This draft:
- removes the requirement of service providers to make legal 
determinations they are not qualified for
- ensures that only the minimum of data required for the complainant to 
assess further steps is required to be disclosed, but more may be at the 
choice of the provider
- reduces the risk of unsubstantiated or erroneous claims by including 
an obligation to legally certify (and be sued if wrong) all statements

We might also want to think about an indemnification requirement.

Anyway, nothing set in stone, just food for though and further debate.
