Agreed, ideally, the proposed procedures and requirements would be
identical for any form of abuse, from copyright infringement to
spamming. All equally bad, so there is no reason to handle them differently.
I do believe however the standard of evidence required should be far
beyond the "good faith belief" proposed by Steve and rather be in the
realm of "sworn statement that can be used in court and carries penalty
if false in any way".
