This service is offered in connection with registrations from at least one accredited registrar, as a free add-on service.  http://publicdomainregistry.com/privacy-protection/ That is not what I think of as a standalone service. I don't know whether the service is owned or controlled by a registrar but perhaps someone else on this list does.

"Privacy Protection is a WHOIS privacy service for domain name owners that we provide through our partners." http://privacyprotect.org/about-privacyprotection/ So perhaps some of those partners are accredited registrars.
