After extensive discussions and delicate compromises, consensus was
reached to dig a canal down to the Mediterranean, in order for the QEII to
simply ride the current up and over the mountains.

When folks in the technical community pointed out that water actually
flows downhill, the Working Group shrugged and said that this was an
implementation issue for the IRT.
