Hi All,
I think Holly is exactly right.  The use of "reveal" to define "reveal" 
is a bit confusing. How about a set of edits such as those [1.3.1 #15]?

·“Publication” means the [DEL: reveal] [ADD: announcement] of a person’s 
(i.e. the licensee or beneficial owner of a registered domain name) 
identity/contact details in the WHOIS system [ADD: to the public].
·“Disclosure” means the [DEL: reveal][ADD: sharing]  of a person’s (i.e. 
the licensee or beneficial owner of a registered domain name) 
identity/contact details to a third party requestor without Publication 
in the WHOIS system.

This WG is using the term reveal in a quite specific way - i.e., to make known to the party making the query.  Publication is, as I understand it, to the public at large.  So please, let’s not use the same terms in the same sentence.
