I think Holly is exactly right.  The use of "reveal" to define "reveal" is a bit confusing. How about a set of edits such as those [1.3.1 #15]?

•         “Publication” means the [DEL: reveal] [ADD: announcement] of a person’s (i.e. the licensee or beneficial owner of a registered domain name) identity/contact details in the WHOIS system [ADD: to the public].
•         “Disclosure” means the [DEL: reveal][ADD: sharing]  of a person’s (i.e. the licensee or beneficial owner of a registered domain name) identity/contact details to a third party requestor without Publication in the WHOIS system.

Just a quick comment on language in section 1.3.1 - Point 15.  the use of the term reveal in the context of ‘publication’ is confusing.  This WG is using the term reveal in a quite specific way - i.e., to make known to the party making the query.  Publication is, as I understand it, to the public at large.  So please, let’s not use the same terms in the same sentence.



For publication - maybe making the information publicly available, or something like that
