[Gnso-ppsai-pdp-wg] Agenda, materials for 29 November IRT call

Subteam on this sounds totally reasonable to me, though my hope and 
expectation is that it's not a lot of work.  I say that having spent the 
past few weeks fretting about this thing, but the PPSAI policy is pretty 
clear on what a privacy service is, and what the IRTP-C policy is trying 
to capture is also reasonably straightforward.

I also think it's on registrars participating to do the heavy lifting 
here, perhaps that looks like a proposed solution or a strawman as soon 
as this topic gets started.
