Thanks Amr,

these responses seem to indicate a clear direction towards 
differentiation between collection and publication. EUrid, CIRA and 
Nominet provide for means of protecting individual registrant data, 
albeit in different ways:

EURid will only display the chosen language and the email address of the 
registrant, whereas

Nominet allows an opt out of the publication of their address for 
non-trading individuals (where the determination of non-trading status 
is made by self-declaration of the registrant), and they will not 
display phone or email address.

Nominet therefore provides no method of direct communication with the 
registrant, Eurid provides mail only.

This does of course allow for cross-referencing of domain names to get 
more complete data when looking at data across registries. For example, 
if I owned the same string as domain as an individual in both TLDs, 
anyone could find out both my name and email address despite the name 
not being displayed in the .eu whois records and the email not being 
displayed in the .uk whois. So our approach should follow a single model 
to avoid this issue.
