[Gnso-rpm-data] Registrar section updated

Hi all
I have proposed amendments in the Google Doc Registrar section, intended to reflect the discussion on Friday.  Hope this does the trick.

I also took the opportunity to make a couple of other suggestions to some of the later bullets - things that occurred to me as being improvements to my original suggested draft when I was prepping for the Friday call but which we did not get to.
