[gnso-rpm-wg] URS Language Proposals, revision/merger of previous proposals #24 & #25

Hi folks,

As discussed on our last call, Zak Muscovitch and I have worked over
the past few days to revise and merge our individual language-related
proposals for the URS (currently numbered as #24 & #25). Attached as a
PDF is the product of that effort. (we leave it to Staff as to how to
number this merged proposal).
