Dear Colleagues:
I was listening to the recording of the call. Starting round about the
25-minute marker, the discussion came on about incentivising volunteers.
Mention was made of travel support as an incentive.

I wish to go on record to oppose in the strongest possible terms this
notion that travel support be recognized as an incentive. It is
wrong-headed and trivializes the sacrifices of volunteers. My position is
not new and this declaration is merely a reprise from my earliest days
caucusing with the At-Large constituency. All of it is on the record.

I am also on record advocating that at the minimum, volunteer input of time
be valorized and included in all estimation of costs pertaining names and
numbers policy development.  I have always found it irksome that everyday
corporate reporting finds a place for 'goodwill' but ICANN seems unable to
corral and label volunteer time input.

First of all, the bald fact is while all volunteers are equal, some are
more equal than others.  For some, names and numbers policy development is
a day job and compensated in the ordinary. For others of us, we volunteer
as an act of social responsibility, favouring the public good without
compensation or any expectation of recompense whatsoever.  Travelling to an
ICANN meeting is baked into the operational mode for names and numbers
policy development.  Travel support is a tool for volunteers that enables
participation in advancing the mission to which we have severally
committed. And this false narrative about it has enabled volunteers to
comfortably discount their obligations to policy development for tourist
junkets.

Maybe it's because I sell knowledge for fee. I bill by the hour or the
[8-hour] day. I know the opportunity cost, what I forgo in fee and possible
income for my participation.  I have plied more than two (2) million actual
air miles for my working life. For me, travelling for more than 4 hours in
a coach seat on an aeroplane is not a needful condition of service. Neither
is it a gift. For more than 8 years and when I was employed as a senior
administrator, I routinely gave up my vacation time to attend ICANN
meetings. And in attending those meetings, I routinely spend my own money
to make myself more comfortable; I am 6ft 3" tall.

I still do and will continue to invest my own resources as a volunteer. I
will resist and voice opposition to any such effort to label travel support
as an incentive.
