Hi Chuck,
There shouldn't be any distinction between general and additional
principles. More like:
A. Overarching Principle
B. Additional Proposed Principles
a. Policy Principles
b. Implementation Principles
c. Principles relating to ICANN staff
C. Explanatory Notes to the General Principle
Sorry if that wasn't clear.
