process for our initial review of topics within the charter. In this process, the Working Group will have an opportunity to go through all of the charter questions in Phase 1, and also consider whether any issues/questions have been missed. This issues Steve
raises in his memo are a great example of an item that can be covered in step 3 of the process (see attached).<o:p></o:p></span></p>
