Are we way overthinking this?  How does it work today when UDRP providers notify registrars about UDRP proceedings?  And have there been any reported issues with registrants spoofing WIPO or any of the other providers.

if the answer is no, then lets drop this thread for now and focus on a testing environment for the TMCH.  If the answer is yes, then lets address quickly and move on.
