[gtld-tech] Delegated strings: WHOIS & SLAs...

Maybe the SLA only kicks in once there are actually delegated domains?
Unless they're doing a Start-Date Sunrise (e.g. FCFS Sunrise), then there
won't be anything in their WHOIS database until Sunrise ends.
