[gtld-tech] Escrow .REP Submission to ICANN test server issue

All,

When I attempt a submit to ICANN of my escrow report, I'm getting back http code which seems to indicate an authentication issue.    According to ICANN, my credentials are accurate.   Has anyone else had this issue?  Am I missing something in my curl call?

My Call:
