[gtld-tech] Using API to submit .REP file to ICANN

Has anyone had success submitting the report using curl?

Using the following:
curl --request PUT --data @<filename.rep>  --user <usename>:<password>    <URL>

I continue to get a result of:

curl: (7) couldn't connect to host

I have an account establish and I'm using the test url.
