[gtld-tech] "zfa-passwords" vs CZDS

I second Alex¹s question.  If the CZDS is being used, the registry is not
authoritative for the zfa-passwords count.  If CZDS is being used is a
zfa-passwords value of ³0² acceptable or should another value be used like
³N/A²?
