Dear Chuck,

prospective leaders WITHOUT ICANN experience should attend the Newcomers programme first, which gives a good overview before going into the deep of a leadership programme. Saying that I am aware that such participants will also be elected by the NomCom and be part of the programme as currently listed.

Furthermore I follow the discussion on this list with joy and will come up with a proposal how to work on an improved  curriculum once back from the ICANN Studienkreis, I am currently attending in Oslo.

Filiz stated already that the input of this WG will be considered and we should think about how to organise this process.

thank you for your comments and taking the time looking at the document. I will answer on some of your remarks.

New or prospective leaders without any ICANN should attend the Newcomers programme first. This leadership training programme is supposed to be an advanced training for experienced leader, going deeper into the discussion and the function of ICANN and in particular the stakeholder groups. It came up, that also for experienced ICANN activists, the organisation offers surprises, while changing between the SO / AC for example. Furthermore we don’t yet the names of the NomCom elections, but we know that this committee often brings in new leaders into the organisation, which need an advanced training too. However I agree there are some people among us which do not need an training any more, because they helped building the organisation, those should offer the seat to a future leader from their group.

From your comments (and also Avri’s comments) I understand, this is not very clear in the curriculum and we are inviting you to propose adjustments.

Thanks for the work that went into this.

I may be missing something regarding the target audience but it looks predominantly like ICANN participants who do not need the training.  Of the listed potential participants, I doubt that there are less than a handful that would get much if any benefit from the curriculum proposed.  Moreover, it shouldn’t be assumed that a new leader needs this training; I would think it is reasonable to expect that most ICANN groups will elect new leaders who are experienced in the ICANN community so they shouldn’t need most of the training that is outlined.

If all 32 of the leaders accept the invitation, how many seats would be left for prospective or new leaders without ICANN experience?  The leaders would hopefully be good trainers, but if the majority of those participating are trainers and the costs go to support them, the value of this exercise seems pretty limited.

I fully appreciate the value of networking that will occur in a setting like this but if that is the main value, $40,000 and two full days doesn’t seem like a good use of money and time.  Nor would it provide a very good pilot effort.

Please correct me if I am interpreting this incorrectly.

Dear WG members,

after a summer break Filiz and I started working on a draft outline for the pilot project in Toronto. Based on the FY13 Operating Plan and Budget and the results of this working group so far, we present you herewith a draft programme inviting you to comment.

While drafting this outline we already discussed various options, how to optimise it and what should be the focus. We expect that some of these options will be raised in this mailing list and we are happy to answer any questions and remain open for ideas, as long as they fit in the given framework.


In the FY13 Operating Plan and Budget document it is stated:

We are aware, that the discussion in the expanded WG is just about to start and this outline will not cover all the needs and ideas, however this pilot project should be see as a first step to build on an inclusive capacity building programme within ICANN. The WG is should review the pilot project critically and develop strategies and recommendations for future projects. To get a feedback from the participants this WG is asked to develop a survey, to be filled in by every participant in this programme.
