Thanks Sandra.  I may be one of the few members of this group who has not yet arranged my travel to Toronto.  It would help me to know as soon as possible whether there may be a WG meeting on either the Friday before or the Friday after the official meetings.

the comment phase on the draft outline for the leadership training project expires today. I like to thank all of you which contributed to the discussion during the last days. I consider this dialogue as essential and very fruitful. As a result I realised, there is no consensus on some basic questions (i.e. target group, format, content, trainers). Furthermore the result of the doodle reflects pretty clear that  the support for a pilot in Toronto is not given at this stage. (see: http://doodle.com/4c4fa7dehuaksckx). Also arranging the travel for prospective participants accordingly is difficult to manage on such a short notice. On the other hand I see it reconfirmed that a demand for a leadership training is given, but due to the time constrains it is not possible to resolve all remaining issues.



In the FY13 Operating Plan and Budget it is stated [excerpt]" ... in early anticipation of the direction of the effort, a staff pilot project will be focused on the executive training of new SO-AC leaders on ICANN organisations, policymaking and related activities... This pilot project should be seen as a first step in testing the overall concept...". At the time when this operating plan was made, it was truly in the best sense to pick up the effort so far and set up an test case. But to make it an valid testing project it needs further input form all constituencies, because it should be of benefit for the entire ICANN community and for ICANN as an organisation. The WG just entered the discussion now.

Therefore I recommend to postpone the pilot project for Toronto and continue the with the work on the basic questions among all SO/AC/SG. I ask Filiz herewith to take this recommendation into consideration.

I like to endorse Marilyn's proposal to have an additional meeting in Toronto and will check the possibilities. The official WG workshop session is scheduled for Wednesday 17 Oct 11:00 - 12:30 and I invite you herewith to attend this meeting.

My idea is :

1.      to continue the discussion on the mailing list and, where needed, during a conference call

2.      have an additional drafting team meeting in Toronto

3.      present and evaluate the results during the workshop on Wednesday 17 Oct

4.      start then with the preparation for a pilot in Beijing

Please let me know if you have other ideas or remarks.

Dear WG members,

after a summer break Filiz and I started working on a draft outline for the pilot project in Toronto. Based on the FY13 Operating Plan and Budget and the results of this working group so far, we present you herewith a draft programme inviting you to comment.

While drafting this outline we already discussed various options, how to optimise it and what should be the focus. We expect that some of these options will be raised in this mailing list and we are happy to answer any questions and remain open for ideas, as long as they fit in the given framework.


In the FY13 Operating Plan and Budget document it is stated:

We are aware, that the discussion in the expanded WG is just about to start and this outline will not cover all the needs and ideas, however this pilot project should be see as a first step to build on an inclusive capacity building programme within ICANN. The WG is should review the pilot project critically and develop strategies and recommendations for future projects. To get a feedback from the participants this WG is asked to develop a survey, to be filled in by every participant in this programme.
