Dear Siva,

thank you and Glen for this proposal which should be considered whilst discussing the curriculum. We might set up sub WG to work on this issue, but this is going to be disused during the next programme committee call on Thursday 26 Jan.

Best Sandra

Dear Sandra,

Following is a proposal for a peer to peer mentoring track of the ICANN Academy. This is presented jointly by Glenn McKnight and me for discussion at the next Working Group Meeting. Please take this up at the next Working Group Meeting together with the comments that I have posted earlier on expanding the scope of the ICANN Academy.

Thank you

ICANN Academy Peer to Peer Mentoring Track

Rationale

The ICANN Academy objectives can greatly benefit from incorporating the concept of one to one mentoring to meet the specific needs of newcomers to the ICANN community.

Scope

To incorporate a low stress individualized peer mentoring program which provides a complementary individualized problem solving method, to supplement the general curriculum of the ICANN Academy, especially for those new comers who are appointed / nominated to positions in the Board, NomCom, Advisory Committees and Supporting Organizations.

Concept

While the idea of the Academy in its present form has its entire focus on structured training in a class room atmosphere, it is important to pay attention to the mentoring needs of elected / appointed members and Executive Staff at ICANN.

Newcomers to positions of responsibility could be assigned to one or more mentors who would spend time formally and informally with the newcomers to share their experiences, discuss Internet history and ICANN history, discuss important events and past decisions (for example talk about the IANA contract or the XXX decision) in formal and informal settings.

This could happen during and outside ICANN meetings. The mentors could be encouraged to meet their mentees during Lunch, accompany the mentees to meetings and stay connected by skype and phone for help.

Such a mentorship program could fall within the purview of the ICANN 'Academy' as an additional, complementary component that may not have noticeable budgetary implications. The Academy could be entrusted with the responsibility of paying attention to the task of pairing the newcomers with the right mentors who are willing to make themselves available with commitment. The task of the academy is to find mentors who are likely not to prejudice the newcomers.

If this is included within the purview of the ICANN Academy, the Academy may have to pay ample attention to the design of the mentorship program and it has to do some work in bringing in a culture of better peer-to-peer support.

Best Practices

1. Successful Mentoring programs matches the needs of the new recruits with thee experience and volunteer mentors.

2. Any good program matches up the recruit and the volunteer mentor . Each group would have an orientation and training, formally and informally overseen by a project coordinator and provide evaluation and feedback

Examples of peer mentor programs:

 <http://www.peer.ca/mentorprograms.html#EMPTOEMP> http://www.peer.ca/mentorprograms.html#EMPTOEMP

Implementation Strategy

-Research best practices

-Creation of a mentoring methodology (with attention to the aspects of informal mentoring)

-Training of mentors

-Matching of mentors with new recruits

-Evaluation and feedback (formal and informal)

Dear Sandra,

I posted the following comments :

It is a good start to think of "ICANN Academy" as a three day program for 15 - 25 participants. But the total number of new community leaders and new Executive Staff at ICANN every year is a lot more. Starting from the ICANN Board, we could count new comers to Advisory Committees, Supporting Organizations, Executive Staff .. include newcomers to the various Stakeholder Groups, particularly new Registrars, new Registries, ISPs, any new NomCom appointees drawn from outside ICANN, and include ccTLD Registries and large ccTLD Registrars, whether or not fully a part of the ICANN process - all form part of the target audience.

The training at the Academy could be mandatory for those who submit a statement of interest for Board, AC and SO positions. For newcomers as members to the Registry, Registrar and the ISP constituencies, the program at the Academy could be optional.

Over and above this core target group, there could be an extended circle of potential participants. This could include elected or nominated Community Leaders from IANA, NRO and Regional NICs and top executives of the National Internet Exchange points.

ICANN Academy could be open to participation of Governmental and non-governmental organizations around the world that oversee DNS functions.

With such a larger target group, it is possible to have a revenue model for the Academy. Course Fee could be set at about $3000 per week, but ICANN could pay for the Community participants excluding GAC nominees of affluent countries, representatives of large Registries and Registrars. ICANN could offer (and encourage other institutions to offer) some fellowships for some of the participants from outside the ICANN community.

The course content could be on two levels: Level 1 could be the general and fundamental level on Internet 'Fundamentals in Depth' and Level 2 could be ICANN-specific. Alternative Tracks could be offered on Level 2 depending on the emerging variety of participants. One possible track could be on Internet Policy.

As stated earlier, 3 days of programs, once a year could be a good start for the ICANN Academy. But rather than be constrained by limitations that do not exist, the idea could be expanded as a proposal for a larger Academy. Perhaps we could rename it "ICANN Internet Academy" or even as "Internet Academy"

We could plan to offer education of uncompromising standards on multiple levels of 5 day programs, starting on the Monday of the week preceding the ICANN meeting, three times a year, and once at the time of the Internet Governance Forum, for 25 - 30 participants each time, making a total of at least a hundred participants per year. The idea of timing and locating most of the programs alongside ICANN meetings makes it cost-effective for ICANN. Participant and faculty travel costs would be minimized.

The Academy could be an ICANN initiative, but could be set up as an entity with structural independence to make it possible for other Internet Institutions, and perhaps even Regional and National Governments (who may find a purpose) to contribute to the Academy. If the Academy is receptive to partnerships, the capital outlays / operations costs could be less of a burden for ICANN, while achieving the primary objective of educating all of its participants assuming positions of responsibility.

Beyond offering these standard programs, the Academy could offer, from time to time, specialized courses related to DNS. The Academy could also consider an online presence to offer lighter courses and free courses for At Large members and remote participants.

The Summer School of Internet Governance which is cited as an early model offers learning in a multi-stakeholder environment. At the Summer School, the students and faculty are both drawn from across different stakeholder groups. The Academy could emulate that concept and go on to offer a greater diversity in such a learning environment by opening up the Academy for participation beyond the ICANN community

The rationale for this expanded proposition is that there is a latent and felt need for Leadership Training in Internet Governance. While it is a good idea to restrain the scope of the ICANN Academy to ICANN's own internal needs, it would be far more meaningful to expand the idea for the good of the Internet, perhaps in partnership with other Internet Organizations that may share the same vision.

I want to say that I saw the Sandra`s email and I agree with her addenda in red, also I agree with comments made by Hong in relation with limit the participation of EE and encourage the participation of ICANN community members as faculty member.
However & sometimes the EE could be ourselves, because our time in charge is limited.
On the other side I think we need to focus on the curriculum, but I think this is a next step in our discussion into WG.

Dear all,
Staff coped effectively during the AFRALO capacity building workshop in Dakar. I don't see why it can't do the same during ICANN Academy training programs. Limiting use of EE will cut cost.

Hi, Sandra,

Thank you very much for the draft.

he proposal is quite thoughtful to me. Fully agree to be focusing on b) training for new officers.

I assume it refers to 1) "newly appointed ICANN high-level staff"; 2) newly-selected/elected officers in ICANN constituencies (Board, ACs, SOs). Perhaps the traning for these two categories should be separated for they have different missions in the ICANN ecosystem.

I'm not sure if ICANN staff could be included in the faculty to provide the training. If included, would that be implications for the budget required? Staff
are already paid employees performing the duty. I assume the faculty be primarily from the ICANN community, limiting the use of EE.

I'm sure most WG members will be interested in knowing any update from the Program Committee, which consists of 5 (?) most distinguished experts in this regard.

Happy the Year of Dragon!

Hong

Dear Working group members,

first of all let me please wish you a happy new year I hope you started good! I apologise for this very long email in advanceJ

Following up with the call for comments on the budget proposal, I have not seen much comments made on the working space. The internal deadline for submitting this budget proposal approaches soon and I would like to get an approval from the working group. https://community.icann.org/display/Improve/At-Large+ICANN+Academy+budget+proposal+as+of+22.12.2012+Workspace . With this email I like to engage the discussion on the project and specifically the budget.

Please allow me some remarks in regard format of an ICANN Academy:

The development of an ICANN Academy as a wider approach including online trainings to reaching out to a wider community was raised many times by many WG members. It was demanded that the term “ICANN Academy” should cover a more inclusive capacity building programme, than a 20 h lecture course for future officers only. I agree generally with this approach, it was even included it into the first proposal which is online since August 2011.

See:

a) a general introduction into ICANN course for newbie’s (based on the existing lectures for participants in the fellowship program (financed by ICANN)

b) an enhanced 20 hours lecture programme for new appointed ICANN officers for the board, councils and advisory committees (financed by ICANN)

c) a general programme for interested individuals (financed by participants fees and sponsors)

Based on this proposal we were specifically asked to work on point “b” , because “a” is in place already (fellowship programme) and for “c” there are at least various elements already existing or under development (existing Webinars, Capacity building programme like for AFRALO in Dakar). I agree that the programmes under “a” and “c” must be improved and developed, and we (At-Large) should keep this as a focus. The overarching idea should be to harmonise these different efforts (a,b,c,…maybe d…). To develop an inclusive programme based on the existing structures, it is a long term process and could be a future task for ALAC to work on. We should underline this in our final proposal as an option for development. The programme committee discussed, if we should rename the project and decided to keep the name “ICANN Academy”, as it reached already some kind of recognition within ICANN.

Our proposal includes two key issues:

1. Knowledge transfer to incoming ICANN officers from all constituency’s, also board members
2. socialising aspect to foster the cross constituency’s collaboration during their active term

The format of this “base camp” should be rather simple with less technical and logistical equipment. The aim is to keep faculty and trainees together to foster dialogue. They should be accommodated separately and isolated from the ICANN meeting venue to experience the group intensively.

Glenn formulated a bunch of important questions in confluence. Some of them are answered in the existing proposal already (see: https://community.icann.org/display/Improve/ICANN+Academy+Proposal ) but some need to be discussed in the WG. I like to engage the discussion in the WG and copy paste these questions in this email, amending some remarks in red:

General Questions/Logistics

1.	How many trainees àabout 15-20 all new appointed ICANN officers (NomCom and delegated)
2.	How many sessions à3 days / 20 hours / approx. 4-5 sessions per day
3.	How many rooms à1 training room for the entire group
4.	How long are the sessions à90 min
5.	What is the training benchmarks\\\\ àKnowledge transfer to understand how ICANN functions, what is the mission of ICANN, what are the current policies and projects

Item: One External Experts

Question

1.	How are external experts EE determined? àexternal Expert on demand only, the expectation is that most of the topics can be covered by experienced staff and community members
2.	What sections are EE would be required beyond staff and volunteers? àon demand only
3.	How many hours will the EE be required? àon demand only
4.	What is the proscribed teaching rates? àto be determinate

Preparation/Organization

Item Two Designation

Question

1.	Who will certify or designate the trainers and participants àin collaboration of staff and ICANN community (WG involving other constituencys)
2.	Will the participants get a certificate of completion àyes
3.	Will the certificate of completion be only time based or will it require testing àtime based

Misc

Item Three Photos and Video

Question

1.	Video of lectures? ànot complete video coverage, snap shoots only for testimonials
2.	Video for outreach required creating a edited promotional video created in advance of event
to be produced indicating training deliverable àa video can be produced only during the first academy trial, to transport the idea and promote it and invite future trainees

Item Facilitator and Participant Guide

1.	What kinds of teaching materials will be produced, Ebooks, Slideshows, Audio lecture etcà start simple with slides only and handouts in advance, but this is a point which should be developed and harmonised with other capacity building efforts
2.	Have you considered a MOODLE educational site to create and obtain end user feedback? àalso something to be improved under the overarching umbrella of an inclusive ICANN Academy, but may be not for this type of course

I look forward to your comments!

Best Sandra
