Dear Hong and Tijani, 

Thank you for your comments, but I have objections to this approach. 

I understand the pilot as one part of the broader concept, like one brick of
a house. Whilst forming one brick we have to know where it will fit in our
house and what impact it will have on other bricks and the overall
structure. Designing and implementing a brick is shaping the house (I come
out now as an architectJ). Therefore I strongly believe we must work on the
long term (structure) and short term (pilot) aim in parallel. We can not be
separated them from each other in 2 projects. It is one projects with
different layers.

The beauty of a modular layer system is the flexibility, where stakeholders
can adjust, add, delete. We don’t know jet how the final picture will look
like exactly, but we should share the same vision on how it could look like.
I go even further, and doubt that the “picture” will ever considered as to
be ready, furthermore I believe it needs ongoing development.

Agree with Tijani. As we are aware, pilot and academy are 2 projects. We may
wish to figure out how to proceed in both short and long term.

Dear all, 

I received the information that the Academy WG is now scheduled for:
Wednesday, 17 October 7-10 a.m. Although not all of us will make it to
attend a 3 hours meeting, I hope to meet many of you at least partly. 

>From the recent exchange on this mailing list I draw the conclusion that
generally the support and the need for a leadership training programme is
given SOAC wide. If we can agree furthermore, that the long term goal of
this WG is, to work on a modular inclusive capacity building system, which
allows us to implement new modules in the future and modify existing
modules, I would now focus on a leadership pilot project for Beijing. I am
referring here again to the modular pyramid (enclosed), which is not written
in stone but should serve as a template for our work.

That means for our agenda in Toronto we have to:

1.       specify the target group (incoming and / or current leaders)

2.       agree on the learning goal

3.       discuss the methodology (online / F2F / proposed resource person)

4.       agree on the dates and the duration of this pilot programme

5.       discuss and agree with ICANN staff how to implement this project

As for the curriculum, I propose to set up a drafting team in Toronto which
will work on the curriculum afterwards and present it to the wider WG later
this year.

Please let me know if you can generally agree to the proposed course of
action and post your comments and changes here on this list.
