[Internal-cg] Chair structure.

I understand the desire for transparency and inclusion but it seems that we are turning this function upside down into a bureaucratic impediment that is purely form over substance.  There was clearly a desire to avoid needless layers and complexity in our operation.

This new proposal further underscores that we have not found a mechanism to get to consensus and maybe this should be our first action.  There had been some movement towards considering methods of consensus, are we still on track for that?
