[Internal-cg] Chair responsibilities

Indeed, thanks Alissa - this approach makes a lot of sense and is very clear.

No comments from me, except that I expect plenty of work items to come along in future, and it may be worthwhile to maintain a table on the website to track these (rather than posting email updates).  That could document not only the responsibilities of the chairs but also the tasks assigned to ICG members.
