[Internal-cg] Publication of proposal finalization process

Manal:

I think our timing related to our review of the proposals can be 
approximate at best, as we will be impacted by the status and nature of 
the proposal.  But I agree that the timeline should better demonstrate a 
linkage to the process in relation to those approximate time frames.
