No, NTIA asked ICANN to convene a process and the coordination group, which has just been formed, is responsible for delibering the final proposal to NTIA.

Hello Richard,
Perhaps the initial question we need to ask is who delivers the final proposal to NTIA. So i am basically asking, has NTIA tasked ICANN or ICG? From my understanding, NTIA has tasked ICANN and in return ICANN is engaging the internet community through the ICG. So ICANN will finally deliver to NTIA, the "read-only" proposal submitted to her by ICG.
If you agree with that understanding then, i hope you will agree that your suggested edit does not fall in line

And a meta-question: how will disagreements regarding the group's charter be resolved?  By the group itself?  Or by the "global multi-stakeholder community", which is presumably what NTIA had in mind?
