[Internal-cg] Process for online consensus (chairs)

While I have used doodle I have not set one up, so i would invite anyone 
so inclined to go forth and doodle.  I would however remind everyone 
that we have a 2 stage question:

1.  Composition of Chairs - Three co-chairs or Chair/Alternate+ volunteers
2.  Who will serve.
