[Internal-cg] Appointment of Alissa Cooper as chair of ICG

I support Alissa as, at minimum, the Interim Chair.  My hope is that these
remaining structural issues are quickly resolved.  As I have stated
previously, I will then happily support her as permanent Chair of the ICG,
should she wish to continue.
