[Internal-cg] Redraft of RFP

I have a smaller edit (see attached). It relates to the oversight and the 
understanding the different cummunities may have. Therefore a detailed 
description of this understanding seems necessary.

In addition I wonder whether the group should send a similar questionnaire 
(not RFP) to ICANN in order to get the reverse view from IANA towards their 
customers. It may complete the understanding of the present oversight role.

Thanks to comments from a few of you, here's a further draft of the RFP.

My feeling is that a very structured approach is needed, and I hope that we 
can gather all the needed information in this way.  From the IP addressing 
community, I think we could provide a detailed and complete response in this 
format, but other will need to be able to do so too.
