Pls note my comments for some apparent inconsistencies in the text
announced
Replacement of "including" by " i.e."
which LIMITS THE PROPOSALS FROM ONLY THREE OPERATING /OPERATIONAL
COMMUNITIES and clearly excluding proposals from others
