[IOTF] Updated draft of responses in PTI Bylaws-AoI table

Hi Chuck,

Yes I am in full agreement with you on that, just like I stated in my
previous mail that am fine with the other part of the response to that
particular section which already has the text that excludes the President.
I would even be fine if the president doesn't have voting rights in
situations like this (assuming we have the president voting right at all)
so that four members determine the Chair instead of five to even things out.
