[IPC-GNSO] Fwd: IPC Comment on Third Draft Proposal of CCWG-Accountability

just submitted on behalf of the IPC.  Thank you to the drafting team of
Paul McGrady, Steve Metalitz, Susan Payne, Jonathan Zuck, Anne
Aikman-Scalese, and Alex Deacon (and myself) for coping with such a
significant proposal under such difficult circumstances.
