Anne,

The CCWG-Accountability Second Draft was published August 3, while the GAO
report was published August 19.  The GAO report does make reference to the
Second Draft on page 22.  So, technically, the answer is no.
Substantively, the answer is a bit different.  The GAO report is
essentially a "warm-up" -- it provides history, explanations and
background, as well as proposing a "structured assessment' approach to the
output of the ICG and CCWG, but does not engaged in any significant
substantive assessment of either report.  It does assess the process and
finds it satisfactory overall (but the reporting period ends before the
Board's recent "intervention").

It's questionable whether the GAO report actually satisfies the mandate of
the House Committee that commissioned it. Here's the Committee's letter:
